Zero Right of Way (RoW) Policy

In November 2024, Enugu State passed the Zero Right of Way (RoW) Policy, eliminating fees for laying fiber optic cables across state infrastructure.

This reform aligns with national objectives outlined in the National Broadband Plan and the National Digital Economy Policy and Strategy (NDEPS), aimed at reducing the cost of broadband deployment and expanding digital access nationwide.

The policy has made Enugu significantly more attractive to broadband investors and telecom operators by lowering infrastructure deployment costs.

It provides a regulatory foundation for public-private partnerships and statewide fiber expansion initiatives, including the NBAN program and Project Bridge, for which Enugu is now preparing a demand aggregation plan. This creates opportunities for faster broadband rollout across all 17 LGAs, especially in under served and rural areas.

Beyond connectivity, the Zero RoW Policy also underpins broader digital transformation initiatives in the state-supporting e-governance platforms, smart education infrastructure, and innovation hubs. It is a clear demonstration of Governor Dr. Peter Ndubuisi Mbah's commitment to removing investment barriers and positioning Enugu as a regional leader in digital infrastructure and economy.
