Enugu Talent City Initiative

The Enugu Talent City Initiative - Business Process Outsourcing (BPO) Component is a flagship digital economy and workforce transformation initiative of the Enugu State Government designed to position Enugu as a leading outsourcing, technology-enabled services, and talent delivery hub in Africa. Anchored on a public-private partnership framework, the initiative combines world-class outsourcing infrastructure, workforce development, digital skills training, and enterprise enablement to create a scalable ecosystem for high-value employment and global service delivery.

Located within the strategically positioned Old CCB Building in Enugu, the facility is being developed as a modern multi-floor BPO and Digital Services Hub with the capacity to support up to 750 workstations in its initial phases, alongside integrated workforce development and operational support infrastructure. The project is being implemented through a Special Purpose Vehicle (SPV) in partnership with HUMATRIX Consortium as the Anchor Operator and technical partner, while the Enugu State Government provides institutional support, infrastructure enablement, and ecosystem integration.

The initiative is designed to leverage Enugu State's rapidly growing talent base, strong concentration of tertiary institutions, expanding digital infrastructure, and broader human capital development agenda to attract both domestic and international outsourcing opportunities across customer support, business operations, digital services, back-office processing, technology support services, Al-enabled operations, and knowiedge-based outsourcing.

Beyond infrastructure, the Enugu Talent City Initiative is structured as a long-term economic transformation platform aimed at driving large-scale youth employment, workforce readiness, export-oriented digital services, enterprise growth, and broader participation in the global knowledge economy. The project forms a critical pillar of Enugu State's wider digital economy strategy and its ambition to become a premier destination for innovation, outsourcing, technology-enabled services, and future-of-work opportunities in Africa.
